OREANDA-NEWS. The Ministry of Industry and Trade of Russia has sent a draft decree on quoting exports of ferrous scrap for half a year to the Ministry of Economic Development and Trade for evaluation, the press service of the Ministry of Industry and Trade told the Russian media. The initiative to limit exports was made at the end of last year by the Pipe Industry Development Fund.

“The Ministry of Industry and Trade of Russia sent a draft resolution to the Ministry of Economic Development of Russia on July 17, 2019 to obtain a conclusion on the regulatory impact assessment”, the report said. The press service noted that during the public discussion of the project posted on the portal of draft regulatory legal acts from June 18 to July 8, the ministry didn't receive comments from metallurgical companies regarding the initiative. For exporters, they plan to establish quotas in proportion to the amount of scrap that they put abroad.

The document was prepared following a meeting with Deputy Prime Minister Dmitry Kozak, which was held in early June. He assumes that quotas will be set for exporters in proportion to the amount of scrap they supplied abroad from January 1, 2016 to December 31, 2018. At the same time, quotas will be established taking into account the correction factors for each region.

A proposal to limit the export of scrap due to its shortage in the Russian market was sent to the Ministry of Industry and Trade at the end of December 2018, the Pipe Industry Development Fund. At the same time, the national self-regulating organization of enterprises dealing with scrap metal production and consumption waste (Ruslom.kom) did not support the initiative, and in the association “Russian Steel” uniting the largest producers of ferrous metals and pipes it was noted that didn't come to a consensus.
