OREANDA-NEWS  The Russian government has established a procedure for determining minimum prices for tobacco products, and a corresponding decree was signed on August 27, 2025, according to the website of the Ministry of Finance of the Russian Federation.

In total, the list includes nine types of goods: pipe, smoking, snuff, chewing, hookah tobacco, as well as cigarillos, cigars, bidi and kretek (cigarettes with tobacco and crushed cloves).

The minimum price will be set from March 1, 2026, and will be determined by the Ministry of Agriculture no later than February 1. The Ministry of Finance noted that such a measure would help reduce the amount of counterfeit goods.

Earlier, the Ministry of Finance proposed to change the rules for the sale of tobacco and nicotine-containing products, including the requirement to obtain an appropriate license. Rosalokoltabakcontrol will issue these documents, as well as cancel them, and selling cigarettes without it may lead to administrative or criminal liability.
