OREANDA-NEWS. Russian President Vladimir Putin signed a law on fines for the production and sale of powdered alcohol-containing products. The document was published on November 4 on the official Internet portal of legal information.

The law supplements the Code of Russian Federation on Administrative Offenses with a new article named “Production and (or) Circulation of Powdered Alcohol-Containing Products” and introduces fines for these actions. For citizens, they will range from 5 thousand to 20 thousand roubles (78–312 US dollars). Officials will have to pay a sum from 20 thousand to 50 thousand roubles (about 312–780 dollars). Legal entities in case of violation of the article will pay a fine from 200 thousand to 500 thousand roubles (2,800–7,800 dollars).

As it follows from the document, in all cases the object of an administrative offense may be confiscated.

Such cases will be considered by the following federal authorities: the Federal Service for Supervision of Consumer Rights Protection and Human Well-Being, the Federal Service for Alcohol Market Regulation, and judges of arbitration courts in case of transfer of administrative cases to them.

The State Duma of the Russian Federation adopted the bill on October 15. The need for such measures was explained by the deputy chairman of the Duma Committee on Health Protection Nikolai Govorin. According to the politician, powdered alcohol is banned in a majority of world’s countries. This decision is correct from the point of view of higher risks of toxic effects on the human organism.

In December 2018, the State Duma adopted a law banning the production and circulation of powdered alcohol-containing products, a mixture intended to receive the product in liquid form with ethyl alcohol content of more than 0.5 %. The exception was the products from the list established by the Russian government.
