Polyakova said that the Central Bank is concerned about the scale of this problem. According to the deputy chairman of the Central Bank, such people are literally "bussed to bank branches" and then lined up in two queues. One is for receiving bank cards, and the other is for withdrawing money and closing an account.
The representative of the regulator also pointed out that in addition to Russians, foreign citizens also participate in such schemes. People are attracted to the "easy" way to make money, she pointed out.
The Central Bank estimates that in 2024, about 10 million Russian bank customers transferred money to so-called dropper cards. "As a rule, these are not criminals, but ordinary people — someone buys a bet in an online casino, someone buys cryptocurrency. But the figure of involvement is impressive, and the volume of transactions makes up a significant share of our country's shadow economy," Bogdan Shablya, head of the Financial Monitoring and Currency Control Service of the Bank of Russia, pointed out in a conversation with RBC.
