OREANDA-NEWS The government may impose additional restrictions on the use of foreign communication services. The introduction of such a restriction is provided for in the list of instructions approved by President Vladimir Putin after the May meeting with representatives of the business community.

By September 1, the government must, among other things, prepare a proposal "on the introduction of additional restrictions on the use in Russia of software (including communication services) produced in unfriendly foreign countries."

The need to introduce such restrictions during Putin's meeting with representatives of the business community was stated by the CEO of IVA Technologies, a developer of the ecosystem of corporate communications Stanislav Iodakovsky. According to him, in Russia it is necessary to limit the use of foreign communication services (for example, Zoom). Moreover, both in the corporate segment and in the b2c segment, where many users continue to work with foreign services and products out of habit.

"We need to strangle them, I completely agree," Putin said at the time. - I speak without any hesitation - because they are trying to strangle us. We must reciprocate them. We did not expel anyone, we did not interfere with anyone, we provided the most convenient conditions for working in our market, and they are trying to strangle us. We need to reciprocate them, mirror them."

Earlier, J'son & Partners Consulting predicted that the Russian corporate communications market would almost double over the next five years, to 164 billion rubles in 2028 from 91 billion rubles in 2023. At the same time, experts noted that sales of communication solutions from Russian developers will increase fourfold - from 37 billion rubles in 2023 to 149 billion rubles in 2028. The share of Russian products in this market will rise from 45% in 2023 to 91% in 2028.

In mid-July, the government designated the Communications Platform company, which is a subsidiary of VK, providing the operation and development of a national information exchange service. This decision was made pursuant to the law "On the creation of a multifunctional information exchange service and on Amendments to Certain Legislative Acts of the Russian Federation", which was signed by the President in June 2025.

A multifunctional information exchange service is being created on the basis of the Max communication platform, which is also being developed by the VK structure. Earlier it was reported that the national information exchange service will combine the functionality of domestic digital services - government, financial, commercial.

Max is a messenger with communication capabilities for users such as audio and video calls, chats, voice messages, sending large files, and money transfers. The platform also integrates business services in the format of mini-applications and chatbots, allowing users to solve everyday tasks.

The first version of the Max platform was introduced at the end of March 2025, with 1 million users by the end of June.

Telegram Messenger, Inc. (registered in the British Virgin Islands, is the owner of the Telegram messenger), according to Roskomnadzor, plans to open a representative office in Russia as part of the implementation of the law on "landing". "To create a branch, or open a representative office, or establish a Russian legal entity is under approval," the Roskomnadzor website says.
