“The second wave shows us that the emerging foci within the country require… consideration of a certain restriction on the movement of individuals, including movement between the subjects of the Federation, and in some cases within the subjects, in order to limit the spread of infection,” Murashko explained.

In the spring of 2020, during the first wave of the epidemic, non-working weeks were announced in Russia, but there was no centralized ban on movement. President Vladimir Putin gave the heads of regions the right to establish a special procedure for the movement of citizens and even close the borders. Some regions took advantage of this right and introduced travel restrictions between settlements.
