He noted that families with two or more children will be eligible for it, in which "the average income per family member for the previous year was less than 1.5 times the subsistence minimum in the region." "In this case, each of the working parents can return a portion of the personal income tax paid last year, for them the estimated personal income tax rate will be 6%, and what was paid above will return to the family," the head of state explained.

To do this, Putin said, it will be necessary to submit an application from June 1 to October 1.

He stressed that "this procedure should be as simple, convenient and not burdensome as possible for people."

The President added that the family payment is being introduced in addition to the existing support mechanisms, and the family will remain eligible for other payments and benefits.

"I believe that the new tool will be in demand and will make the social support system even more targeted, effective and fair," Putin said.
