OREANDA-NEWS  Full import substitution of foreign software in Russia will take about five years. This is how Denis Ageev, chairman of the Board of Directors of Dacom M and founder of the SpaceVM cloud platform, estimated the timing of the creation of domestic analogues of foreign software, RIA Novosti quotes him as saying

According to the expert, it will take more than one year to create conditions when Russian software will be able to compete with Western software and enter export markets. This process will require the active participation of industry representatives — for example, to create a platform that combines various products: from operating systems to security software and computer-aided design. This will allow the creators of the software to interact with each other and develop comprehensively.

Instead of open source solutions that may become unavailable in the future, it is necessary to develop proprietary solutions that are owned by its authors and copyright holders.

"For example, we initially developed our products based on our own proprietary core, and the source code, documentation, service centers and development team were completely localized in Russia to guarantee customers independence from foreign technologies and ensure a high level of information security," Ageev explained.

The Association of the largest consumers of software and hardware has asked the Minister of Digital Development Maksut Shadaev and the chairman of the State Duma Committee on Information Policy Alexander Khinshtein to change the timing of the transition to Russian software. According to the authors of the appeal, companies in the Russian Federation need a transition period to transfer critical information infrastructure facilities to Russian software. The norms currently established require government agencies and state-owned companies to stop using foreign software from January 1, 2025.
