The Head of the Department for Control over Electric Power Industry of the Federal Antimonopoly Service (FAS Russia), Mr. Vitaly Korolyov, spoke at the National conference for preparing electric power companies to the season “autumn –winter 2010-2011”. His presentation was about “Important issue of antimonopoly regulation on electric power (energy) markets”, reported the press-centre of FAS Russia.

The conference was attended by representatives of the Federation Council, the State Duma of the Federal Assembly of the Russian Federation, the Ministry of Electric Power Industry of the Russian Federation, the Ministry of Regional Development of the Russian Federation, the Federal Tariff Service, Rostechnadzor (the Federal Service for Environmental, Technical and Nuclear Supervision), the Government of the Moscow Region, the Government of the Nizhniy Novgorod Region, the “Market Council” Non-Commercial Partnership, “System Operator of the Unified Energy System” OJSC, as well as the heads of the largest electric power suppliers, the heads of the headquarters for power supply safety in the constituent territories of the Russian Federation and experts on the electric power industry.

“The issues of reliable supply of energy resources in the period of maximum autumn-and-winter load in the energy system are inseparably connected to enforcement of the existing legislation on electric power industry. In particular, enforcing normative legal acts on non-discriminatory access to the services of natural monopolies in electric power industry and technological connection to power networks, for which FAS Russia is responsible, and creating conditions to attract investments to the industry through developing competitive environment in the markets of electric power and capacity According to Vitaly Korolyov, the latter is especially important right now, in the period of competitive capacity outtake, which is based on the analysis of the state of competition in the free power transfer zones completed by FAS Russia in September 2010.
