OREANDA-NEWS. June 02, 2011. Head of the Republic Rustam Minnikhanov chaired a meeting of the Republican executive staff of TANECO Refinery and Petrochemical Plants Complex construction in Nizhnekamsk (Republic of Tatarstan), reported the press-centre of TATNEFT.

Before the meeting began the President of Tatarstan, accompanied by Sh. Takhautdinov, General Director of TATNEFT, N. Maganov, First Deputy General Director of TATNEFT – Head of URNiN (Crude Oil and Petroleum Products Sales Department), Kh. Bagmanov, General Director of TANECO and A. Metshin, Head of Nizhnekamsk Municipal District, had visited the production sites of this strategic facility of TATNEFT.

A hard-driving program of the visit began with a visit to the visbreaking installations and sulfur production unit, which the President named one of the key facilities of the complex. Currently, in accordance with the schedule the mechanical assembly works as well as hydraulic testing of the equipment are being continued there and the SCADA commissioning works are being executed.

The next visited site was the station of hot water, where treatment of the industrial heating water, which during the heating season is used for heating equipment and pipelines, is performed. Commissioning of the plant and the industrial heating water supply to the complex-wide networks became the final stage in securing all the necessary utility resources for TANECO.

Assessing the readiness of the raw materials farm of crude oil and the pumping room of light petroleum products for commercial operation of the Refinery and Petrochemical Plants Complex in Nizhnekamsk, the Head of the Republic emphasized the environmental component. The most optimal existing technologies were applied during the construction of these facilities, resulting in achieving maximal tightness of tanks and pumps; therefore preventing the emission of harmful substances. The subject of environmental protection was further discussed in the process of detailed examination of the treatment facilities operation. Their putting into service is in parallel with the facilities, providing for production of petroleum products. Thus TANECO confirms that the output of products corresponding to high environmental standards while minimizing the environmental impact of production processes is among the main priorities of the Company.

Development of information technologies continuously remains in the focus of President of the Republic of Tatarstan, so when visiting the operator room of raw materials and commercial product farms he was interested in the organization of work in this area. According to Rustam Minnikhanov the IT-technologies used must comply with international practice ensuring the safety of the process and shorten the time for decision making.

During the tour of the industrial sites Rustam Minnikhanov noted the need for improvement of the territory after the completion of all construction and erection works.

At the meeting of the Republican executive staff the information on the activities of contracting entities was presented by Kh. Bagmanov, General Director of TANECO. In his report he familiarized the participants with the sequence of actions to ensure successful commissioning of the optimized start-up complex 1A1.

At the end of the meeting the President congratulated the TANECO employees on the occasion of the Chemist’s Day and presented Republican awards to the representatives of the Company and contractors. Preceding the ceremony of awarding Rustam Minnikhanov noted the seriousness and importance of the project being implemented and the respectworthy labor of workers and specialists of the Complex. A medal of the Republic of Tatarstan "For Valiant Labor" was awarded to M. Gabidullin, Deputy Chief Engineer (production of primary oil refining), honorary titles "Honored Chemist of the Republic of Tatarstan" were awarded to Ch.Khalilov, Deputy Project Director - Director of the Refinery, and to F. Gilmanov, Chief Technologist, and a Letter of Thanks of the Republic of Tatarstan President was presented to M. Basharov, Chief Mechanical Engineer.
