This is stated in the aide-memoire of the Mission following its work in Moldova in the period between November, 7 and November 21 and the talks with Moldova’s authorities. According to the document, the enacting of the Strategy and its implementation will boost the economic progress and reduce poverty in Moldova.

The strategy outlines seven priority areas for reforms and development - education, access to financing, road infrastructure, business regulation, energy efficiency, justice system, and social insurance - which will guide the authorities’ reform efforts in the period ahead. The National Strategy was passed by the parliament in the second reading in July, 2012. It aims to change the paradigm of the economic development and speed up the GDP growth. Implementing of the National Strategy is planned to raise GDP growth, which is projected at 4.7% this year, by additional 1.2%.

This is expected to lead to the additional growth of GDP by 10% within 10 years, its cumulative growth making 60% by 2020. By 2020 GDP is expected to exceed the indicator of 2011 by 79%, the poverty rate declining from 21.9% to 12.7%. About 150 thou. people will be brought from under the poverty line.

Changing the paradigm of the economic development, implementing concrete programs in priority areas, eliminating barriers in the economy and trade, stimulating investments, extending the export will help Moldova achieve higher rates of the economic growth and faster decline of the poverty rate. The paradigm is stipulated to be changed by encouraging investing and removing obstacles hampering economic activity.
