OREANDA-NEWS. February 21, 2013. During briefing n the Ministry of Economy Deputy Director of the Energy Efficiency Agency Calin Negura said that NEEP for 2013-2015 was included in the National Energy Efficiency Program for 2011-2015.

According to him, NEEP for 2013-2015 stipulates implementation of 17 measures in 5 branches of the economy, including energy transportation, construction, infrastructure, transportation and the public sector. Projects under NEEP will be backed from both: inner financial sources through the National Regional Development Fund (1% of the national budget) and through the Energy Efficiency Fund ( 160 mln. leis in ; 175 mln. leis in 2014 ; 45 mln. leis in 2015) and external financial sources, namely The credit line for small and medium businesses opened by EBRD within MoSEEF I (20 mln. euros) and MoSEEF II (22 mln. euros); the credit line opened within MoREEF (35 mln. euros); and the technical support by the European Commission for implementation of budget support policies for the energy sector.

According to Negura, implementation of the measures of the national energy efficiency plans till 2020 is expected to save 830 million leis a year and raise GDP by 0.2% NEPP for 2013-2015 stipulates reduction in energy consumption by 1.8% by 2015. The plan includes such measures as energy consumption audit and management; creation of prerequisites for development of energy services companies, introduction of energy efficiency certificates, reduction of losses in energy transportation networks.

Biggest losses were said to be recorded in the residential sector, especially in municipalities of Chisinau and Balti. First energy efficiency projects implemented in the residential sector of Chisinau showed that thanks to measures taken, such as creation of a horizontal system of heating supply administration, and others, heating bills were reduced by 40 to 50%.
