OREANDA-NEWS. September 23, 2013. The Government meeting chaired by Prime Minister Serik Akhmetov considered and approved the draft concepts on reforming of the regulatory framework in the construction industry and on effective management of natural resources and the use of proceeds from the commodity sector.
Vice Minister of Regional Development Serik Nokin delivered a report on the concept of reforming the regulatory framework of the construction sector.

The goal of the concept is to create a progressive system of technical regulation, providing further integration of Kazakhstan into the world economy, Nokin said. He informed about the proposed principles and approaches to reform the regulatory framework of the construction sector.

According to the Vice Minister, the implementation of the concept is to ensure "a high culture of construction, good living and working conditions for people" and "sustainable integration of the domestic construction industry in the European and global economies, increasing the competitiveness of the construction industry enterprises."

Chairman of the Association "Industrial Construction Technologies of Kazakhstan" K. Nurbaturov spoke on this issue, too.

Summarizing the discussion, Serik Akhmetov noted the importance of the proposed concept and emphasized that on the instructions of the Head of State, "a new concept of reforming the regulatory framework in the construction industry must facilitate the transition of the country to the new international standards, especially in the field of quality and safety of construction." He also said that "the adoption of this concept would improve the current policies in the field of construction, including the legal and technical regulations."

Minister of Oil and Gas Uzakbay Karabalin presented the draft concept of effective management of natural resources and the use of proceeds from the commodity sector.
The Minister outlined a number of indicators in the field of hydrocarbon resources, solid minerals and told about the priority objectives of the proposed concept.

These include: increasing the pace of production and supply of natural resources to the international markets, development of alternative forms of energy, creation of a strategic "reserve" of hydrocarbons, implementing environmentally friendly production at mining companies, optimal management of revenues from the commodity sector.

In conclusion, the Prime Minister noted that "this concept and related regulations, as well as the adoption of the strategy for the development of the fuel and energy complex will allow to boost the pace of production and supply of natural resources to the international markets, to meet the demand for the domestic fuel in line with the new environmental standards."

In addition, Akhmetov said that the concept created conditions to attract foreign investment, but only on the conditions of application of modern technologies of production and processing of raw materials, creating new eco-friendly productions."
