OREANDA-NEWS. Fedot Tumusov, the deputy head of the faction “A Just Russia” in the State Duma, has introduced a bill according to which graduates of universities will get capital in the amount of 500 thousand rubles while graduates of secondary specialized educational institutions will get 250 thousand rubles.

A co-author of this project is the leader of the party, Gergei Mirinov. The bill about student capital will be sent to the government in the near future. The bill proposes to add Article 36.1 “Student Capital” to the Federal Law “On Education in the Russian Federation”.

The document underlines that when a student enters an educational institution special bank account is created in his name. And 500 thousand rubles are credited to this account for students of higher education institutions while 250 thousand rubles are credited to the students of secondary vocational education.

The right for the student capital have persons who receive this type of education for the first time, and it doesn’t matter if they study for free or on a paid basis. Student capital can be used only after graduation and for specific purposes: to rent housing for the first time, to pay for travel and even to start a business.
