Russian cargo carriers complained about the chaos

OREANDA-NEWS The transfer of the Russian transport industry to mandatory electronic document management (EDI) from September 1 has led to chaos, slowing down work and making it more expensive. This is reported by Kommersant with reference to market participants.
According to the Ministry of Transport, 8.2 million electronic transportation documents (EDS) were registered in the first week of autumn, while for the whole of August, that is, in the last month of testing the system, only 2.5 million. The agency indicated that the carriers had four years to test the system, and during this time it was possible to deal with it.
However, market participants complain about a huge number of failures that even system operators who have prepared for the innovation in advance cannot cope with. In particular, Eduard Mironov, Director of Procurement of transport services at FM Logistic, explained that as a result, paper documents also have to be issued as a safety net in order not to stop the shipping process and keep traffic moving.
Igor Rebelsky, the founder of VIG Trans, noted that paper documents take three minutes to complete, while electronic forms without automation take 40 minutes. Sigma co-founder Tatiana Patuzhnaya added that now significantly more employees are involved in the process.
Some problems arise with roaming, because the system is not ready for different providers, explained Sergey Vereshchagin, CEO of LogLab. "As soon as counterparties work with different operators, data transmission is configured incorrectly, documents hang, statuses are not updated," he said.
EDI operators recognize certain problems, but they believe that the situation will improve in the process of adaptation. In turn, the Ministry of Transport reminds that a non-penalty period is in effect until March 1, which allows the market to adapt without administrative penalties from regulatory authorities. At this time, the regulatory authorities will limit themselves to an oral comment in the event of an inspection.
Earlier, the People's Farmer Association asked for the exemption of small agricultural companies from the obligation to draw up electronic waybills (ETRN) when transporting goods within a single farm, as digitalization will further increase their costs.
