OREANDA-NEWS  According to the government decree, from August 1, the size of the recycling fee for passenger cars, depending on the engine capacity and the age of the car, will increase two to four times, for trucks – about twice. Rates increase 2.5–3.4 times for light commercial transport models, two—five times for buses, and almost nine times for electric buses.

For individuals who import cars for personal use, as before, there will be a preferential tariff, but from August 1 its effect will be limited to only one car per year, for the second imported car you will have to pay as a legal entity — at increased rates.

And if the imported foreign car, for which they paid at a reduced rate, is sold within a year, then the owner will be obliged to pay extra — bringing the preferential amount of the fee to an increased one.

The new tariffs will help reduce the number of "gray" transactions in the domestic market, according to the Vice president and executive director of the Association "Russian Automobile Dealers" (ROAD) Vyacheslav Zhigalov.

"Changing the rules for charging fees for individuals who import cars for resale will have a beneficial effect on the market," he said.

Another positive impact of the changes is the support of the domestic automotive industry, according to the head of the dealer direction of the automotive marketplace Fresh Evgeny Zhitnukhin.

"The increased recycling fee can become a driver of localization of production and assembly of their cars in Russia for foreign automakers. It will become much more profitable for foreign manufacturers to localize their production or assembly in Russia, since new prices for imported foreign cars may alienate potential buyers," the expert told Izvestia.
