OREANDA-NEWS  The head of the State Duma Committee on Transport, Yevgeny Moskvichev, asks the White House to allow Rosavtodor to redirect 200 billion rubles planned for road construction to urgent repairs of federal highways. The deputy refers to weather anomalies: the extremely high number of temperature transitions over zero compared to previous winters led to large-scale destruction of the roadway. Rosavtodor confirms that 16.5 thousand km of federal roads require repair. Independent experts pay attention to the large-scale problems with the regional network.

The head of the State Duma Committee on Transport, Yevgeny Moskvichev (United Russia), appealed to the Government of the Russian Federation with a request for an additional 200 billion rubles. The need, he explained, arose in connection with the abnormal situation that developed last winter. The fact is that the so-called temperature transitions through zero have a detrimental effect on the condition of the canvas: moisture gets inside, freezes and breaks the coating, forming cracks. Mr. Moskvichev counted more than 35 such temperature transitions. "This has never happened before. Especially severe destruction occurred on those highways where the repair or overhaul period is suitable,“ the deputy explained to Kommersant.— We need to do at least a patching repair." "Indeed, spring in 2023 is of a protracted nature, in some regions of the country transitions through zero were recorded only for the first quarter of 2023 at least 35 times, while the winter period is not over yet," the Federal Road Agency (FDA) confirmed to Kommersant. Operational repairs, noted in Rosavtodor, are required for 16.5 thousand. km of roads.

According to Rosstat, the total length of roads exceeds 1.56 million km, of which 65 thousand km account for the highways of Rosavtodor.

Additional funding will not be required, explains Evgeny Moskvichev. We are talking about the government allowing the Ministry of Transport to redirect the 200 billion rubles already allocated in 2023 for road construction to urgent repairs of federal highways: "It is better to abandon the construction of 10 km of a new road, but keep what has already been built in a regulatory state."
