The debt of "hares" on Avtodor toll roads has increased by 16.8% to 8.7 billion rubles since the beginning of the year

OREANDA-NEWS The total debt of drivers who did not pay for travel along sections of toll roads equipped with a contactless toll collection system ("free flow") has increased by 16.8% since the beginning of the year, to 8.7 billion rubles, according to accounting statements published by the state-owned company (RAS).
At the end of the first quarter, the debt amounted to 7.7 billion rubles, showing an increase of 2.4% since the beginning of the year.
For the whole of 2025, the debt of non-payers to the state-owned company increased by 69.8% and reached almost 7.5 billion rubles.
Vyacheslav Petushenko, Chairman of the board of the state-owned Avtodor company, stated in an interview with Kommersant at the end of last year that drivers "use various tricks to avoid paying." "Someone is covering up, someone is sealing up the numbers. Someone is turning it over. There are also those who use fake numbers, this is the most difficult situation for us," he said.
Petushenko noted that Avtodor tries to find the "true owner of the car" in such cases.
Avtodor State-owned company acts as a state customer in the design, construction, reconstruction and repair of federal highways, forming transit corridors from north to south and from west to east across the territory of the Russian Federation. The total length of roads in the trust management of the state-owned company is almost 6 thousand km, of which almost 3.7 thousand are toll roads.
We are talking, in particular, about the highways M-1 "Belarus", M-3 "Ukraine", M-4 "Don", M-11 "Neva", A-113 Central Ring Road (CKAD), A-105 access road to Domodedovo airport, A-107 "The Moscow Small Ring and the A-289 from Krasnodar to Crimea. Avtodor has also built and operates the M-12 from Moscow to Kazan and further to Yekaterinburg, which is planned to be extended to the east of the country.
