OREANDA-NEWS  The Ministry of Industry and Trade, fulfilling presidential instructions on the priority use of Russian passenger cars by officials, recommended that civil servants mainly purchase cars of six brands localized in Russia, including both traditionally Russian Lada and UAZ, and Haval, Moskvich and Evolute.

The recommendations were distributed by the press service of the department. Cars for officials should be purchased from companies that have established local production within the framework of concluded special investment contracts (SPIC), involving increased localization.

"Domestic enterprises are already producing a wide range of models with various technical characteristics and equipment (6 brands and more than 20 models), which are able to meet the needs of various levels of officials. The production facilities will also meet the need for cars for the procurement of government agencies," the report says.

The Ministry recommended Lada passenger cars for purchase (models Vesta, Vesta SW Cross, Granta, Niva Travel, Niva Legend), UAZ (Patriot, Pickup, Pro, Hunter, SGR), Aurus (Senat, Komendant), Moskvich (3, 3e, 6; produced on the basis of Chinese JAC), as well as electric cars Evolute (I-Pro, I-Joy, I-Sky) produced by Lipetsk Motorinvest using Chinese Dongfeng technologies and Chinese Haval cars localized in the Tula region (Jolion, Dargo, F7/F7x, H9). The list is planned to be updated as new Russian-made models enter the market.

"Highly localized models should be considered as a priority, however, the purchase of those cars whose localization level is currently below the threshold for access to public procurement (in 2023 - at least 3.2 thousand points within the framework of Resolution No. 719) can be carried out with a permit, which is issued in accordance with the order of the Ministry of Industry and Trade of 29 May 2020 No. 1755. When forming an application for the issuance of such a permit, persons responsible for transport provision should first of all focus on this list," the ministry notes.

President Vladimir Putin gave instructions on the priority use of domestic-made machines by state and municipal employees following a meeting with the heads of Russian manufacturing enterprises in early August. Then he expressed the opinion that "all officials of the country should drive domestic cars."

"Somewhere it will be more modest than before - it's okay. On the contrary, it's even good - our wonderful bureaucracy should understand that it is necessary to strive for the development of domestic brands, domestic cars and other domestic products," Putin said.
