The government has agreed to postpone six more modernization projects in the energy sector

OREANDA-NEWS The Government of the Russian Federation has approved the postponement of the modernization of six more generation facilities, the relevant changes were made by an order dated February 28.
We are talking about the postponement of the modernization project at Krasnoyarsk CHPP-1 (from December 2024 to May 1, 2025), the project at Nizhnekamsk CHPP TGK-16 (we are talking about two projects: one postponed to April 2026, the other to January 2029). In addition, new renovation dates were approved for Inter RAO for Kostromskaya GRES (the fifth unit, postponed from February 2025 to November 2026) and Permskaya GRES (the second unit, from February 2026 to October 2027).
We are also talking about changing the completion date for the Reftinskaya GRES modernization project (Kuzbassenergo project, from January 2026 to October 2027).
The relevant time shifts were considered at a meeting of the relevant board on February 19. In the materials for the meeting, which Interfax had previously reviewed, it was reported that the general companies had asked the Ministry of Energy to postpone the commissioning "due to a violation by the supplier of the main energy equipment of the contractual delivery dates for such equipment."
According to the materials, the agency also proposed to "work out the issue of improving existing liability mechanisms," in particular, in the issue of the procedure for indexing capital expenditures on modernization projects, the introduction of which is shifting "to the right."
Also at that February meeting, the postponement of a number of renewable energy projects was to be considered (the Association for the Development of Renewable Energy requested a postponement of obligations for 54 facilities with a total installed capacity of 2,067 MW). So far, the decisions in the form of amended documents have not been disclosed.
Earlier in February, the government had already excluded 15 projects for the modernization of Russian power plants from the list of projects whose capacity is supplied under contracts for the purchase and sale of capacity of modernized generating facilities.
