OREANDA-NEWS  Almost 4 million foreigners in Russia have already confirmed their identity through a single biometric system, 50,000 migrants have been prevented from entering the country, and another 72,000 were expelled in 2025, Russian Prime Minister Mikhail Mishustin said.

"Together with the Bank of Russia, we are improving the biometrics experiment. 9.5 million foreigners have already passed biometrics in our country. We have prevented the entry of about 50,000, even slightly more, migrants through Moscow airports and road checkpoints," Mishustin said, answering questions from deputies on Wednesday as part of the government's annual report to the State Duma.

"At the conclusion of contracts, 3.9 million foreigners have confirmed their identity through a single biometric system," the head of government continued.

Mishustin noted that last year the register of controlled persons who are in Russia illegally was launched, and as of February 6, 2026, about 840 thousand people are already listed in it.

He also promised to create a digital profile for the exchange of information between government agencies, where all information about the migrant will be collected.

Mishutin also spoke about the development of a mechanism for targeted organized recruitment of foreign workers.

"It will be carried out, preferably, abroad, mainly in the country of residence of a foreign employee: this is a mandatory procedure for fingerprinting, exams, and medical examination. We will then attach such a migrant to a specific employer, which will allow us to build a transparent management system and set additional requirements for them," the head of government explained.
