OREANDA-NEWS. November 23, 2009. Submitted for consideration for the State Duma on 19th November 2009 bill of the Federal law “On the introduction of alterations into certain legislative documents of the Russian Federation according to the organizing and holding XXII Winter Olympic Games and XI Winter Paralympics Games in Sochi 2014 and Development of Sochi City as a Mountain Climate Resort” directed to the standard’s improvement, regulating questions on preparation for holding the Olympic and Paralympics Games in Sochi 2014, assumes the improvement of procedures and terms of citizens’ resettlement.

In particular by this bill it’s supposed to amplify with regulations of the Internal Revenue code, regarding the assignment of tax benefits to citizens whose property was confiscated for state or municipal needs: citizens won’t pay a tax from the sum of money received in connection with confiscation of property. By that this benefit will spread not only in cases of confiscation of property for holding Sochi Olympic Games but in all cases of confiscation of property for state and municipal needs on the territory of the Russian Federation.

In part of citizens’ resettlement many procedures will be substantially simplified, for instance, an agreement with owners will be signed already at the construction stage that will considerably reduces the resettlement procedure (nowadays, a preliminary agreement is concluded, and only after putting a house under commission an evaluation is given and then the conclusion of a treaty). Furthermore carrying amendments assume additional opportunities for citizens about its choice during resettlement to get an accommodation and plot of land from meter to meter, one hundred square meters calculation with any other financial estimation.

The law makes provision for the introduction of alterations into Internal Revenue code, Forest code, Olympic law, State Corporation’s law of “Olympstroy”, Law of right’s registration, Law of competition’s protection and other legislative acts. The necessity of accepting these amendments is caused by aims of the improvement of investment climate and additional protection of citizens’ rights whose property is forced confiscated.

Designing of the law was led by the special work team, organized this year, in the State Duma on legislative providing for preparation of Olympic Games under the leadership of Vice-speaker of the State Duma Svetlana Zhurova, that includes deputies of the State Duma, representatives of Federal departments, the Administration of Krasnodar territory, the State Corporation of “Olympstroy”, the Organizing Committee of “Sochi–2014”.
