OREANDA-NEWS  Russian President Vladimir Putin has ordered the expansion of family mortgages for apartment buildings older than 20 years in cities with low construction volumes.

The list of instructions following the results of the president's press conference held on December 19, 2025, is published on the Kremlin's website.

"To the Government of the Russian Federation... In order to support large families, submit proposals on changing the terms of the preferential mortgage program for families with children, considering the possibility for large families to purchase residential premises in the secondary housing market located in apartment buildings built more than 20 years ago in cities with low housing construction," the report says.
