State Duma Committee supports new duties for car owners and migrants

OREANDA-NEWS The State Duma Committee on Budget and Taxes recommended the adoption in the first reading of a government bill proposing from September 2025 to introduce new state duties for car owners and migrants and to increase a number of existing duties for them. It is planned to submit it to the Duma on July 15.
Thus, the fee for obtaining a vehicle passport (PTS) is increased to 1,200 rubles from 800 rubles, and for making changes to a previously issued passport - to 525 rubles from 350 rubles. And the fee for issuing a vehicle registration certificate is tripled: paper–based – up to 1,500 rubles, plastic-based new generation - up to 4,500 rubles.
The fee for issuing a national driver's license is doubled: the plastic-based one is up to 4,000 rubles, and the new generation one is up to 6,000 rubles. And the fees for issuing an international driver's license are also being increased from 1,600 rubles to 3,200 rubles, for issuing a certificate of admission of vehicles to transport dangerous goods - from 1,500 rubles to 2,250 rubles, and for its extension - from 1,000 rubles to 1,500 rubles.
For issuing state signs for Transit vehicles manufactured on a metal basis, the duty for cars increases from 1,600 rubles to 2,400 rubles, on a paper basis - from 200 rubles to 300 rubles; and for issuing state registration plates for cars – from 2,000 to 3,000 rubles, for motorcycles and trailers - from 1,500 rubles to 2,250 rubles.
The fees for issuing a certificate of conformity of a vehicle with changes made to its design to safety requirements (up to 4,500 rubles) and for issuing a permit for making changes to the design of a wheeled vehicle in service (up to 3,000 rubles) are tripled.
In addition, there is a state fee for entering information into the unified automated information system of technical inspection when issuing a diagnostic card based on the results of such an inspection in the amount of 500 rubles. A fee is also set for issuing an opinion on the compliance of the educational and material base of a driving school with the established requirements in the amount of 15 thousand rubles in order to increase the responsibility of driving schools for the maintenance of such a base.
