OREANDA-NEWS  The Central Bank of the Russian Federation sees great growth potential in voluntary health insurance by employers of their employees: the volume of fees in this segment increased by 16.4% in the first half of 2025 compared to the same period last year and amounted to 128 billion rubles, but less than a quarter of all employees are insured under VMI in Russia, according to a review of key performance indicators of insurers published by the Bank of Russia.

"VMI remains an element of companies' competition for employees and demonstrates significant growth. The potential for further growth of the segment remains high – less than a quarter of employees are insured by employers under VMI," the review says.

"The largest segment of VMI – insurance by an employer of its employees – grew to 127.8 billion rubles in the first half of 2025," the Central Bank notes. The increase was 16.4% compared to the same period last year.

The authors explain this result by an increase in the total number of insured persons by 0.2 million to 7 million people, as well as an increase in the cost of insurance due to the rise in the cost of medical services and goods.

"The increase in the number of insured LCA employees is caused by the desire of employers to improve their attractiveness in the labor market in conditions of high competition for employees. At the same time, the number of LCA insured by employers (15.7 million people at the end of June 2025) remains significantly lower than the number of working people in Russia (about 75 million people)," the document says.

At the same time, according to the Central Bank, the volume of LCA fees in general decreased by 6.7% in the first half of the year to 161.3 billion rubles. The regulator explains this by "reducing the segment of insurance for other citizens by reducing the part of contributions related to insurance for borrowers."
