OREANDA-NEWS  The parliament does not discuss the return of the death penalty in Russia. This was stated in an interview with Vedomosti by the chairman of the Federation Council Committee on Constitutional Legislation and state Construction Andrey Klishas.

According to him, it is possible to return the death penalty, but it is not seriously discussed. Such a decision can be made only after the adoption of a new Constitution, Klishas stressed. "I am sure that no one will adopt a new Constitution because of the return of the death penalty," the senator believes.

Klishas clarified that the authorities of the new regions of the country do not have the right to sentence a person to death. He explained that Russian legislation began to apply to the Donetsk and Lugansk People's Republics (DPR and LPR), as well as to the Zaporozhye and Kherson regions.

Earlier, Russian President Vladimir Putin spoke about the return of the death penalty. He stated that his position on this issue has not changed, and referred to the opinion of the Chairman of the Constitutional Court Valery Zorkin, who noted that this would require changing the Constitution.

Zorkin, commenting on this idea, considered that the increased tension of a particular period of history should not serve as a reason for creating "an unjustified advantage in the direction of severity." Society, on the contrary, needs to demonstrate the humanistic nature of Russian law, bringing kindness, humanity and humanism into people's lives.

According to the Deputy Chairman of the Security Council Dmitry Medvedev, the moratorium on the death penalty can be overcome if necessary by changing the legal positions of the Constitutional Court. He called the topic of the return of the death penalty a matter of choosing means to protect the interests of Russians, the state and society.
