OREANDA-NEWS The Ministry of Industry and Trade of the Russian Federation has requested 259 billion rubles from the National Welfare Fund (NWF) to finance the supply of previously ordered aircraft, as well as for a new helicopter purchase program, the ministry's press service told reporters.

The Ministry of Industry and Trade expects in 2025 to allocate resources from the National Welfare Fund, as well as to receive funds from the sale of "various assets" to support the aviation industry, head of the department Anton Alikhanov said earlier on Friday, speaking at a meeting of the State Duma Committee on Budget and Taxes. He named the creation of production facilities, completion of certification work on new types of aircraft, helicopters and engines, as well as fine-tuning their flight characteristics in accordance with airline requirements as the main objectives of the support.

Part of the funds for these purposes is supposed to be raised from the sale of assets previously transferred to the Federal Property Management Agency, we are talking about "several tens of billions of rubles," a source familiar with the discussion of the state program for the development of the aviation industry in the State Duma told Interfax. The money will be used for the "financial recovery" of PJSC UAC. In addition, the company may receive funds to finance the investment program from Novikombank (like UAC, it is part of Rostec state Corporation), the agency's source said.

The plans for the production of Russian aircraft are reflected in the Comprehensive Aviation Industry Development Program until 2030 (KPGA). It was adopted in 2022 and has been amended twice. In the current public version, the KPGA assumes the production of 994 civil aircraft and 765 helicopters by 2030. The program is planned to be modified again by the end of this year. As stated by the head of Rostec, Sergey Chemezov, the adjustments will be "in accordance with the plans and capabilities of the airlines." At least the UAC enterprises should produce 200 aircraft by 2030, he specified.

Most of the enterprises of the Russian aviation industry are concentrated in UAC and Russian Helicopters JSC (both are part of Rostec). The Ural Civil Aviation Plant is also engaged in the creation of regional-class aircraft. In addition to subsidies from the federal budget, the National Welfare Fund supports the implementation of their projects.
