The State Duma adopted a law on strengthening state control over grain turnover

OREANDA-NEWS The State Duma adopted in the second and third readings a law aimed at strengthening state control over grain turnover in Russia.
The document was developed in order to increase the transparency of grain and processed products circulation in the grain market of the Russian Federation and their traceability. Starting from March 1, 2027, the law gives the Ministry of Agriculture of Russia the authority to determine the procedure for accounting grain and (or) processed products by commodity producers.
Commodity producers will have to carry out such accounting in accordance with the procedure established by the Ministry, and the Rosselkhoznadzor will monitor the fulfillment of this duty. The Agency will also monitor compliance with the mandatory requirements for the registration of shipping documents. And commodity producers will have the right to send a request for information from the federal state information system for traceability of grain and grain processing products (FGIS Grain).
The creation of this system has become a legitimate verification tool for grain market participants when they use financial instruments, including their mutual recognition within the framework of the Eurasian Economic Union.
However, according to the Rosselkhoznadzor, a number of problems were identified during the federal state control (supervision) in the field of ensuring the quality and safety of grain and its processed products.
Thus, grain was sold without documents confirming its quality and safety or exceeding the batch size specified in the declaration of conformity. The facts of incorrect entry of information about phytosanitary certificates, declarations of conformity and research protocols into accompanying documents, as well as economic entities involved in grain turnover that are not registered with the FGIS Grain, or registered but not operating in this system, were also revealed.
This indicates a threat to ensuring Russia's food and phytosanitary security, which contradicts the goals and objectives of the long-term strategy for the development of the grain complex of the Russian Federation until 2035, according to the conclusion of the relevant State Duma Committee on Agrarian Issues. At the same time, the introduction by commodity producers of unreliable and incomplete information in the FGIS "Grain" hinders the control of grain quality and safety, it is noted in the same place.
