The Ministry of Industry and Trade proposed to limit the purchase of foreign measuring equipment

OREANDA-NEWS Government customers and state-owned companies in Russia may be restricted from purchasing various measuring equipment. The Ministry of Industry and Trade has posted a draft of such a government decree on the portal of draft regulatory legal acts.
The draft provides for a change in government Decree No. 1875, which regulates the application of prohibitions and restrictions in public procurement and procurement of state-owned companies (national mode). The draft proposes to include 80 names of various measuring instruments in the list of products subject to the restriction - the "second superfluous" rule (which provides for the rejection of proposals for the supply of foreign products if there is at least one application from the proposals of the corresponding Russian products) (OKPD2 26.51.62 - machines and devices for testing the mechanical properties of materials).
"Currently, the technological dependence on imported devices is significant," the explanatory note to the project says. - At the same time, the analysis of the possibilities of domestic enterprises for import substitution, taking into account the technical characteristics of the equipment and the possibilities of serial production, showed that at the moment domestic enterprises are ready to provide 62.1% of the total market for signal generators and 61% of the market for signal analyzers and spectrum (given as an example, now the share of Russian products in these markets is 15.5% and 13% respectively).
The authors of the document note that customers prefer foreign products when purchasing measuring equipment, although their Russian counterparts are not inferior in price and characteristics. The main reasons for such customer preferences are the habits of imported equipment, distrust of Russian manufacturers, which have developed over more than 30 years of close contacts and ties with foreign manufacturers and their Russian distributors.
"The customer often forms the terms of reference for the procurement procedure in such a way that only a certain imported device is suitable for it, since all products have some differences in parameters (for example, the diagonal of the display)," the note emphasizes. "At the same time, various devices, including domestic ones, can solve the measuring task of the customer."
In addition, it is noted that currently imported equipment in most cases does not have an official service and warranty, its maintenance is carried out in an "artisanal" way. In addition, there are cases of the sale of used imported equipment on the market under the guise of new ("perelitovka").
