OREANDA-NEWS. The Federal Antimonopoly Service (FAS Russia) found that the Quotation Commission of the Federal Agency on Education had violated the Federal Law "On State and Municipal Procurement of the Goods, Works and Services" in its request for quotation for "The Federal Agency on Education" placard, reported the press-centre of FAS Russia.

The case against the Quotation Commission was initiated following the petition of "Gorod" Ltd.

Examining the complaint, FAS Russia established that the winner bid ("Leader" Ltd.) had contained two offers for the same quotation request, which was in breach of Part 1 Article 46 of the Federal Law "On Procurement …".

Also the Antimonopoly Service established that the ordering party had not placed the draft state contract on its official web-site, which contravened Part 1 Article 45 of the Federal Law "On Procurement …".

Furthermore, the Quotation Commission also had breached Part 3 Article 47 of the Federal Law "On Procurement …" in considering and evaluating quotations by unfoundedly allowing a bidder to take part in the quotation request.

FAS Russia motioned that the Federal Agency on Education should eliminate the revealed violations, amend the quotation request and extend the deadline for quotations for 4 working days starting from the date of introducing the above amendments.
