OREANDA-NEWS. On February 27, 2008 Deputy Head of the Federal Antimonopoly Service (FAS Russia) Pavel Subbotin read a report to the extended session of the FAS Russia Collegium on the outcome of the control and supervision measures taken by the antimonopoly authority in 2007, reported the press-centre of FAS Russia. 

Mr Subbotin reported that FAS Russia is one of 26 governmental agencies, responsible for control and supervision in the Russian Federation. In 2007 FAS Russia carried out 3864 audits to verify compliance to the antimonopoly legislation, the advertising legislation and the state procurement legislation. 1609 audits were scheduled and 2255 were arranged off-schedule.

In course of the control measures, the antimonopoly authority checked 3860 organizations, including 1696 executive bodies and local authorities, and 2164 economic agents.

Pavel Subbotin informed that the control measures revealed over 8000 violations of the legislation in the area of the FAS Russia's responsibility.

Тtherefore, the Antimonopoly Service demonstrated quality work on organizing the audits, which resulted in revealing and suppressing violations. At the same time, stated Mr Subbotin, FAS Russia's means of control and supervision must be improved. In particular, excessive audits should be eliminated: if the Antimonopoly Service intends to check various parameters in the same organization, it must be done by a single comprehensive inspection. Moreover, the antimonopoly authority must intensify its co-operation with other control-and-supervision agencies to carry out joint inspection. Careful co-ordination of the work of such agencies will, on the one hand, increase efficiency of their joint measures and, on the other hand, considerably reduce administrative pressure on the inspected organizations, believes Pavel Subbotin.
