OREANDA-NEWS. March 31, 2008. The Federal Antimonopoly Service (FAS Russia) forwarded to the Federal Agency for Technical Regulation and Metrology (the Ordering Party) and "Sinteg" Ltd. (the Petitioner) its decision regarding a Petitioner's complaint about state procurement violations committed by the Quotation Commission when it made a request for quotations for service maintenance of copying equipment, fax machines and typewriters, reported the press-centre of FAS Russia.

FAS Russia established that the bid of "Sinteg" Ltd. was rejected because it did not specify the costs of services with free spare parts replacement. At the same time, the notice of the request for quotations does not require the bidders to indicate in their bids the costs of services with free spare parts replacement. Therefore, the bid of "Sinteg" Ltd. was rejected unreasonably, which violated Part 3 Article 47 of the Federal Law "On State and Municipal Procurement of Goods, Works and Services".

FAS Russia issued a determination instructing the Federal Agency for Technical Regulation and Metrology to withdraw the Quotation Bids Consideration and Evaluation Protocol and cancel the request for quotations. Furthermore, it initiated administrative proceedings against the Quotation Commission of the Ordering Party under Part 6 Article 7.30 of the Code of Administrative Violations.
