OREANDA-NEWS. April 7, 2008. On June 1 2008 Rostekhnadzor is planning to introduce federal standards and rules in the field of use of nuclear energy “Requirements to Systems for Physical Protection of Nuclear Materials, Nuclear Plants and Storage Facilities.”

The requirements are compulsory for all legal entities acting in the field of peaceful use of nuclear energy, particularly, producing, using, storing and processing nuclear materials and designing, building, commissioning, operating and decommissioning of nuclear plants and storage facilities, irrespective of forms of ownership and sources of financing.

Physical protection system is part of the general system of managerial and engineering measures carried out at nuclear facilities for ensuring safe use of nuclear energy.

In order to ensure its physical protection, each nuclear facility should categorize objects of physical protection and premises and buildings where its uses or stores nuclear materials or operates nuclear plants.

There are the following criteria of categorization: category of nuclear materials, level of secrecy, category of consequences of unsanctioned actions, significant quantity of nuclear material of direct use.

The efficiency of physical protection system should be evaluated experimentally, analytically, by means of modeling or in process of operation.

A nuclear facility should ensure the normal operation of its physical protection system by the time of delivery of nuclear materials.

The work of physical protection system should be based on confidentiality of information about its operating organization, its structure and principles of operation, on integrity and on sanctioned accessibility.
