On 10 June 2008 was announced, that Eduard Rossel, the Governor of Sverdlovsk Oblast, and Anatoly Kopsov, the General Director of OGK-5, held a working meeting, where they discussed the demands of the region in the development of generating facilities to cover the increasing power consumption by industrial enterprises and households.

In his speech to the General Director of OGK-5, the Governor expanded on projects covering metallurgy, machine building and construction materials industries, which are being implemented in the Mid-Urals and will require significant amounts of power. Eduard Rossel underscored that he is relying on successful cooperation with OGK-5 and will render all possible help to implement the company’s projects.

Based on the estimates of the Sverdlovsk Oblast Government, the yearly average growth of power load in the region is forecast at no less than 5.5% in 2005-2010, while in 2010-2015 this figure will be 4.5%. The oblast demand in new generating capacities by 2015 will be as high as 5,000MW, taking into account the decommissioning of depleted equipment.

Anatoly Kopsov informed Eduard Rossel about the preparation of a feasibility study, organisation of design and construction activities for the construction of a 410-MW CCGT unit at Sredneuralskaya GRES with the net efficiency of more than 58%, which is planned to be commissioned in 2010. The GD of OGK-5 also spoke on the implementation of the dry ash removal project at Reftinskaya GRES.

In 2007, OGK-5 investments into the retrofitting of Reftinskaya GRES totaled 2.8 billion roubles, while in 2008 the company plans to invest at least 3.9 billion roubles into the development of the plants’ generating facilities. The investments into the construction of the new 410-MW CCGT at Sredneuralskaya GRES will total 5.7 billion roubles.

Moreover, Anatoly Kopsov and Eduard Rossel discussed the possibility of constructing new combined cycle units until 2020, which are not stipulated by the mandatory investment programme of the Company, in order to replace depleted generating facilities of power plants and cover the growing power demand in the region.

The investment programme of OGK-5 envisages the construction of modern combined cycle units, 410-MW CCGTs, with the net efficiency of more than 58%, at the Company’s power plants located in the regions with growing power demand: Nevinnomysskaya GRES (Unit 14) and Sredneuralskaya GRES (Unit 12), and their commissioning in 2010. The launch of the new CCGT units will not only strengthen the Company’s position on the power market, but also create the necessary capacity reserve to upgrade the equipment of the existing power plants.

In 2007, Iberdrola Ingenieria y Construccion S.A. Uniperson won the tender for the construction of the 410-MW CCGT unit at Sredneuralskaya GRES. OGK-5 approved the CCGT construction schedule provided by the General Contractor - Iberdrola Ingenieria y Construccion S.A. Uniperson, in accordance with the terms and conditions of the main contract.

Presently, OAO Urals Power Engineering Centre is developing the feasibility study based on the baseline project developed by Iberinco. Construction site preparation is underway (fencing, construction of temporary buildings and structures).

The consortium of Enel and Atomstroyexport won the tender for the right to execute the EPCM contract for the construction of a 410-MW CCGT unit at Nevinnomysskaya GRES.

The contracts for the delivery of the main equipment for the construction of the unit were signed between OAO Power Machines and JSC OGK-5, while the site preparation contract (demolishing of storage houses, site cleaning) was signed with ZAO Atomstroyexport. Certain site cleaning activities were executed – new storage buildings for inventory were built, while the construction site is being prepared.

In the course of the meeting, Eduard Rossel thanked OGK-5 for the timely launch of Unit 10 (500 MW) at Reftinskaya GRES, which was fully and promptly restored after the accident of December 20, 2006. As a result of the restoration activities at Unit 10, the life cycle of the turbine was significantly extended, a new turbine generator, main transformer and own needs transformer were installed, at least 90% of cable and pulse lines, devices and electric drives were renewed.
