OREANDA-NEWS. June 10, 2008. Stats-Secretary Andrei Tsarikovsky, Deputy Head of the Federal Antimonopoly Service (FAS Russia), and Alexander Pudov, the Head of the Complaints Section of the Department for Control over State Procurement, participated in the Round Table organized by the "Garant" company, reported the press-centre of FAS Russia.

Representatives of the Moscow Department on Competition Policy and the Institute for Training Personnel for State and Municipal Procurement also took part in the discussion. The Round Table raised the most pressing issues, which concern suppliers and ordering parties from various Russian regions.

In his speech, Andrei Tsarikovsky pointed out the importance of the venue, particularly, due to an increased number of complaints against the actions of the ordering parties. For example, in 2006 FAS Russia received 2433 complaints against the actions of the ordering parties, and in 2007 - 10017 complaints. In the first quarter of 2008, the number of complaints exceeded 3000 and, as the FAS Russia Stats-Secretary estimated, the overall number of complaints in 2008 can reach 18000-20000.

According to Andrei Tsarikovsky, the growing number of complaints has proved, in particular, an increased level of legal preparation of the parties involved in state procurement and efficiency of the FAS Russia's work on protecting their rights and interests. Deputy Head of the Antimonopoly Service also underlined significant impact of the Federal Law "On State and Municipal Procurement of Goods, Works and Services", and emphasized the need for its further improvement.

"The fact that members of the Round Table agreed on all issues means that we have practically established a unified enforcement practice for state procurement in Russia", - stated Deputy Head of FAS Russia.
