OREANDA-NEWS. February 10, 2009. The Chelyabinsk Office of the Federal Antimonopoly Service (OFAS Russia) fined "Lukoil -Aero" Ltd. around 28 million Rubles for abusing dominant position, reported the press-centre of FAS Russia.

The Chelyabinsk OFAS Russia determined the fine at the level of 4.5 % of the annual proceeds of the company gained by selling goods on the market of kerosine supplies, which was equal to 27 761 783 Rubles.

On 13th November 2008 the Chelyabinsk OFAS Russia found that "Lukoil -Aero" Ltd. violated Clauses 6 and 8 Part 1 Article 10 of the Federal Law "On Protection of Competition".

In summer 2008 the Chelyabinsk OFAS Russia discovered that "Lukoil -Aero" Ltd. abused its dominant position on the market of selling aviation kerosene by fixing monopolistically high prices for the product. From June 2008 "Lukoil -Aero" Ltd. was selling aviation kerosene in Chelyabinsk airport at a higher price than in similar airports, including the airports where "Lukoil -Aero" Ltd. was present. Price difference in various time intervals was 500 - 1200 Rubles per ton of aviation kerosene.

Furthermore, OFAS Russia discovered that "Lukoil -Aero" Ltd. exercised price discrimination in selling aviation kerosene to various air carriers.

Based on its decision, the Chelyabinsk OFAS Russia issued a determination to the oil company specifying the actions that the company must perform to stop the violations and eliminate their consequences. The company, however, failed to execute the determination.
