OREANDA-NEWS. August 31, 2009. The Cabinet of Ministers of Azerbaijan is anxious over  practice of conducting of government purchases, formed recently in the country.

A governmental source says that the Cabinet of Ministers sent to the State Agency on State Purchases an order on carrying out of analysis and submission of report on state purchasing measures over 6 last months.

‘The order was made in connection with that in 2009 95% of contracts within the frames of state purchases of goods, works and services were concluded straight (without absence of competition), 4% by questioning of bids and only 1% of contracts were distributed through open tender (fully transparently and under competitive conditions),” source said.

The Cabinet of Ministers supposes that non-transparency of distribution of contracts can result in non-productive growth of state expenses.
