OREANDA-NEWS. November 19, 2009. As the Deputy Prime Minister, the Minister of Economy of Moldova Valeriu Lazar has noted, this document is based on three priorities - stabilization and optimization of public finances, restoring economic activity, ensuring efficient and equitable social protection.

The actions included in the program should lead to the resumption of economic growth in Moldova from 2010. The economic recovery will be accompanied by the increase in production volumes in industry, agriculture, the growth in foreign direct investment, increase in foreign trade, reduction of budget deficit and lower unemployment. In order to stabilize and restore economic growth, the Government intends to take a variety of tools-of measures to stimulate consumption and economic upswing and to facilitate entrepreneurs' access to cheaper finance.

The Program of stabilization and reconstruction of economic growth of the republic till 2011 was developed by the Government on the basis of proposals of the central authorities, civil society and the development partners. As the Government of Moldova notes, now the economy of the country is in deep crisis, which is reflected in stagnation of virtually all industries, reduced consumption, decline in the migrants’ remittances, reduction in the volume of foreign trade and substantial increase in the budget deficit.

The program would expand the taxation base for accumulation of the additional funds in the budget and reduce spending for non-priority sectors and less socially-vulnerable groups, in parallel with measures aimed at reduction of the tax burden and stimulation of economic growth. The objectives of the program could be achieved under condition of stabilization of the political situation in the country, the financial support of donors, as well as the close partnership of government and society.
