OREANDA-NEWS. January 25, 2010. The Verkhovna Rada of Ukraine scrutinized in the second reading and adopted in entirety by 359 Law on Amendments to the Law "On State Regulation of Production and Circulation of Ethyl Alcohol, Cognac and Fruit Alcohol, Alcohol Beverages and Tobacco Goods" (Reg.№1171) (regarding the Restriction of Consumption and Sale of Low-Alcohol Beverages).
 
The Law was elaborated by Mykola Tomenko, Evhen Suslov and Natalia Korolevska, the People?s Deputies of Ukraine in December 2007 and on 5 March 2009 was adopted in the first reading.
 
In the course of the briefing in the Parliament on Thursday, M. Tomenko, the Deputy Chairman of the Verkhovna Rada of Ukraine declared that until this time Ukraine had remained the only European country where low-alcohol beverages remained beyond the sphere of legislative regulation.
 
M. Tomenko briefed that the Law defines the concept "low-alcoholic beverages", prohibits their consumption in public transport, at the territories of children playgrounds, at the educational and public health establishments, and other institutions. The Law also restricts the places of their sale.  Law adds a new provision to the current Law to the effect that "low alcohol beverages are alcoholic beverages with 1.25% to 8.5% (by volume) ethyl alcohol content and extractive substances below or equal to 14.0 g/100 cm3 , manufactured from water/alcohol based compositions, using ingredients, semiproducts and preserving agents, saturated or unsaturated with carbon dioxide".
 
Speaking on this Law elaboration, M. Tomenko stated that "regulation of the given issue was held delicately and they managed to reach a lot of compromises concerning numerous points at issue."
 
M. Tomenko also addressed the companies producing alcohol beverages and low-alcohol beverages with the appeal to "spot funds collection and reject the idea to stimulate President?s Secretariate officers for the President put the veto on the indicated Law." "I am convinced that the President will occupy strict and fair position, He has always been fighting for the European values in education of our children, he has always been for the fighting against children and juvenile alcohol addiction and was for the healthy lifestyle", - M. Tomenko emphasized.        
 
M. Tomenko also suggested the leading low-alcohol beverages producing companies take care of their production quality and investment into the development of physical culture and sport but not the financial support of the political projects.
