OREANDA-NEWS. September 20, 2010. The Office of the Federal Antimonopoly Service in the Komi Republic (Komi OFAS Russia) found that Committee for managing municipal property “UKHTA” MOGI violated the Federal Law “On Protection of Competition” by leasing out heating and hot water supply facilities in Vodny village to “Energetika” Ltd., reported the press-centre of FAS Russia.

The Committee violated Part 1 Article 15; Article 17.1; Part 1 Article 19; and Pats 1 and 2 Article 20 the Federal Law “On Protection of Competition”. Communal facilities (heating and hot water supply networks) were leased out without a preliminary approval by the antimonopoly body, and not for the purposes specified in the Federal Law “On Protection of Competition”.

In course of the case investigation, on 10th September 2010 the lease contract for communal facilities in Vodny was terminated and the property was returned to the municipality.

“Heating and hot water supply directly concerns people’s interests. Any manipulations with these socially strategic facilities must take place under strict compliance with the law. The investigation of Committee’s actions was opened upon our own inspection; and we are happy that the involved organization admitted the fact of antimonopoly violation and voluntarily eliminated it”, said the Head of Komi OFAS Russia Yaroslav Bordyug.
