OREANDA-NEWS. February 08, 2011. The US Chamber of Commerce in the Russia hosted a Russian - American Briefing “Reforming the Law on State Procurement in Russia: Specific of Participation of Foreing Companies in Electronic Trading”. The Briefing was organised by the US Chamber of Commerce in Russia and the Federal Antimonopoly Service (FAS Russia) with support of the US embassy in Moscow, reported the press-centre of FAS Russia. 

The Briefing was opened by Deputy Head of FAS Russia, Stats-Secretary Andrey Tsarikovskiy, who talked about the main changes in the state procurement reform in the last five years. “Today the system of state procurement has made a gigantic leap forward in the combat against corruption in the Russian Federation. No.94-FZ Federal Law introduced a new open and transparent procedure for state and municipal procurement”, said Deputy Head of FAS Russia.

The Briefing was moderated by Mikhail Evraev, the Head of FAS Russia’s State Procurement Department.

In his presentation, Mikhail Evraev stated that “the Law on State Procurement causes much debates but it undoubtedly has manu pluses. 1st January 2011 marked completion of an important stage of transition of the national economy to a new level of trading competitiveness and informational-and-technical support in Russia. The Law on State Procurement not only saves considerable budgetary funds (around 770 billion Rubles) but also facilitates development of competition and equal access of businesses to state procurement”.

“Today we can talk about decreasing the number of violations through our control practice. State procurement is the only area where entrepreneurs can restore their rights only within five days”, said Mikhail Evraev, talking about the practice of complaints administration by FAS Russia.

Other presentations at the briefing were given by representatives of electronic trading sites: “Edinaya Elektronnaya Torgovaya Ploschadka” OJSC, “RTS” OJSC, the “Saving Bank” CJSC – “Sberbank-AST”, Edinaya Torgovaya Ploschadka” OJSC, as well as Anna Katamadze, Deputy Director of the Competition Department of the Russian Ministry of Economic Development, and Ilya Dimitrov, Executive Director of the “Association of Electronic Trading Platforms”.

The purpose of the Briefing was to establish a full-scale dialogue of legislators in the field of state procurement, electronic trading sites and potential foreing suppliers; highlight the latest changes to No.94 Federal Law and explain the main issues in the work on electronic trading sites.

Summing up the Briefing, its participants were invited to join in the 7th National Forum and Exhibition “State Procurement 2011” in March 2011, where professionals in this field will be able to discuss the prospects for improving the law and practical issues related to the work of customers, suppliers and the regulators.
