There should also be gradual changes in the system for regulating investment of pension savings assets, for example implementing both quantitative and qualitative parameters and requirements when selecting instruments for investment, and modernizing the approach to evaluating the operations of asset management companies and much more. This is the only way to raise the effectiveness of non-state managers, without whom it is impossible to build a civilized pensions market."
