OREANDA-NEWS. February 14, 2011. The Arbitration Court of the Khanty-Mansy Autonomous District – Yugra confirmed validity of the determination issued by the Office of the Federal Antimonopoly Service in the Khanty-Mansy Autonomous District – Yugra (Khanty-Mansy OFAS Russia) that “Gazprom Transgaz Yugorsk” Ltd. had breached the Decree of the Government of the Russian Federation “On Approving the Information Disclosure Standards for the Participants of Wholesale and Retail Electrical Power Markets”, reported the press-centre of FAS Russia.

Khanty-Mansy OFAS Russia issued a determination to make “Gazprom Transgaz Yugorsk” Ltd. administratively liable under Article 9.15 of the Code of the Russian Federation on Administrative Violations and fined the company 200,000 Rubles.

“Gazprom Transgaz Yugorsk” Ltd. is included in the Federal Information Register of providers of last resort.

In course of the administrative investigation, Khanty-Mansy OFAS Russia established that “Gazprom Transgaz Yugorsk” Ltd. had failed to disclose the following information: the company’s annual financial statements, efficiency of capital use, the rate of return, asset flow reports, prices for electric power with breakdown, contract conditions and the size of regulated sale mark-ups.

“Gazprom Transgaz Yugorsk” Ltd. disagreed with the decision of Khanty-Mansy OFAS Russia and filed a lawsuit. The Arbitration Court of the Khanty-Mansy Autonomous District – Yugra pronounced legitimacy of the determination issued by Khanty-Mansy OFAS Russia.

“In 2011 one of the priority areas of the work of Khanty-Mansy OFAS Russia remains control over compliance of electric power suppliers with the antimonopoly law, particularly, observing the standards set by the Government of the Russian Federation for information disclosure to consumers. Holding “Gazprom Transgaz Yugorsk” Ltd. liable for the committed violations is one of the examples of suppressing monopolistic activities”, explained the Head of Khanty-Mansy OFAS Russia.
