OREANDA-NEWS. February 21, 2011. FAS Russia has considered the draft “Regulations for providing cars to consignors (particularly, for car freights) by a group of persons including “Russian Railways” OJSC, “PGK” OJSC and “VGK” OJSC”. The Regulations are drafted by “Russian Railways” OJSC to execute No.АG/31555 decision of FAS Russia of 20th September 2010 to extend the period for consideration of a petition of “Russian Railways” OJSC on creating “VGK” OJSC, and No. АG/2362 determination issued by FAS Russia on 7th February 2008, which are aimed at supporting competition and preventing discriminatory conditions for consignors, consignees, forwarding agents, operators, other physical / legal persons possessing cars and containers under the right of ownership and / or any other right, reported the press-centre of FAS Russia.

The draft Regulations have been improved to accommodate the comments and proposals made by experts on 17th January 2011 in course of the discussion organised by the FAS Russia’s Expert Council on Railway Transport.

FAS Russia will be able to agree upon the draft Regulations so FAS recommends that by 1st March 2011 the “Regulations for providing cars to consignors (particularly, for car freights) by a group of persons including “Russian Railways” OJSC, “PGK” OJSC and “VGK” OJSC” should be registered according to the established procedures and forwarded to FAS Russia.
