OREANDA-NEWS. July 15, 2011. The Federal Antimonopoly Service (FAS Russia) terminated the proceedings against the “Centre for Supporting Activities of the Federal Fire-Fighting Service of the Ministry of the Russian Federation for Civil Defence, Emergencies and Natural Disaster Response” State Institution due to absence of the signs of antimonopoly violations, reported the press-centre of FAS Russia.

Earlier FAS Russia initiated a case against this state institution upon a petition of “NPP Impals” CJSC upon the signs of violating Clause 2 Part 1 Article 17 of the Federal Law “On Protection of Competition” (violating antimonopoly requirements for competitive bidding).

According to the petitioner, the auction organizer violated the antimonopoly law by setting certain requirements for procurement of hardware - software package for the needs of the Emergencies Ministry. These requirements created advantageous conditions for a certain bidder by specifying in the auction documentation “closed” protocols of information exchange between the elements of the hardware - software package: “Argus-T” – for exchange through telephone channels and “SM-Integrator” – for IP-channels.

Investigating the case, the FAS Russia Commission established that access to the protocols of “Argus-T” and “SM-Integrator” is not closed and is provided according to notification procedures. To obtain access to these protocols developers and manufacturers of the equipment can approach “ARGUS_SPEKTR” CJSC and the “All-Russian Research Institute for Fire Protection” Federal State Institution. The access to the protocols is provided free-of-charge. Therefore, the antimonopoly procedures were terminated.
