OREANDA-NEWS. July 27, 2011. Bills on legalization of incomes and attitudes in area of employment of the population will stimulate employers to comply with norms of the legislation on work and will allow to protect a constitutional law of citizens on appropriate compensation for work, - the Chairman of the State inspection of Ukraine concerning labour - the Main state inspector of Ukraine concerning labour Andriy Cherkasov declared this during a briefing.

According to him bills are directed on perfection of the legislation on payment, legalization of shadow employment and wages, an increase of deliveries to a pension fund and other social funds. In particular, bills provide harmonization with international requirements of the concept of "the minimal wage", increase of the minimal state guarantees in a payment and maintenance of differentiation of payment depending on complexity of works and qualifications of workers, strengthening of supervising actions on compliance with the legislation concerning a payment through the state inspection of labour and other supervising bodies, increase of penal sanctions for infringement of the legislation on labour.

In accordance with the bill the responsibility of heads of the enterprises that don’t make labour contracts up to 8.6 thousand UAH will be raised - for payment of salaries below the size established by the law. Greater responsibility - concerning the enterprises: for evasion from the conclusion of the labour contract the penalty will reach 34 thousand UAH.

"Ukraine has the lowest penal sanctions for infringement of the legislation on labour among the countries of the Europe. Today the size of the sanction for default of norms of the labour legislation can make a minimum 510 UAH, and a maximum 850 UAH. And if the infringer has not executed the requirement of the inspector the penalty go up from 850 UAH to 1700 UAH. It is quite clear, that such sanctions of socially irresponsible employer you will not over persuade. Therefore strengthening of the responsibility is one of necessary steps", - Andriy Cherkasov noted.
