OREANDA-NEWS. March 12, 2012. The Office of the Federal Antimonopoly Service in the Kaliningrad Region (Kaliningrad OFAS Russia) initiated a case against the Government of the Kaliningrad Region, the Agency of the Major Allocator of Budgetary Funds of the Kaliningrad Region (the Agency of Allocator of Budgetary Funds), the Regional Youth Agency and the “Institute of Education Development” State Autonomous Educational Institution for Additional Professional Education (Advance Training) (the Institute) upon signs of violating the antimonopoly law – failure to organize a tender spending budgetary funds (Parts 1 and 3 Articles 15, 16 of the Federal Law “On Protection of Competition”), reported the press-centre of FAS Russia.

The case was initiated upon materials forwarded by the Prosecutor’s Office of the Kaliningrad region on the basis of an inspection whether the Institute had been lawfully granted funds from the regional budget (17.5 million Rubles).

Analyzing the materials, Kaliningrad OFAS Russia found that in May 2011 the Agency of Allocator of Budgetary Funds, the Regional Youth Agency and the Institute signed an agreement to grand fund to the educational institution for the “Baltiisky Artek-2011” international tent camp. Accordingly, budgetary funds were allocated and spent without organizing a tender.

“Payment for goods, works and services of organizing the international camp should have been based on the Federal Law “On Procurement”. In our opinion, the Agency of Allocator of Budgetary Funds, the Regional Youth Agency and the Institute violated the law on competition protection financing “Baltiisky Artek” in 2011”, pointed out the Head of Kaliningrad OFAS Russia, Olga Bobrova.
