OREANDA-NEWS. January 29, 2013. The State Agency for Science, Innovation and Informatization suggests including to the Program of Economic Development for 2013 – 2015 a complex of measures directed to stirring up the national production of goods with high added value. This will afford to significantly shorten expenditures for import of such goods and ensure favorable conditions for creating new work-places in the most highly-paid industrial sectors.

In particular, the Agency proposes to widen peculiarities of taxation of subjects of program production industry on condition of payment personal income tax and social fund payments. Introduction of the mentioned stimuli will result in creating 10 thousand additional work-places in the first year of effect of the law. Every next year the amount of the work-places will increase in proportion to the growth speed of the branch, and it will equal 40-45%. Also annually the country will receive additional export revenues at the level of about UAH 3 billion. During 5 years the revenues from the single tax of mandatory social insurance will up by UAH 4.5 billion. A respective draft law “On peculiarities of taxation of subjects of program production industry” was submitted for considering by the Verkhovna Rada of Ukraine in the nearest days.

“It proves impossible to activate economic development in the condition of deceleration of the world pace of growth only by introducing measures of strict economy and shortening of budget expenses. As it was demonstrated by the experience of EU countries, it leads to directly opposite consequences, that is recession. In order to solve the task set by the Prime Minister with an aim to achieve the growth of economics at the level of 3 – 3.5% of GDP we should create weighty incentives for the development of mostly perspective directions of economic activity which can give significant social effect in short-term perspective and become a locomotive for the development of other industrial sectors. One of such areas in Ukraine appears IT-industry,” the head of the State Agency for Science, Innovation and Informatization Volodymyr Semynozhenko considers.
