OREANDA-NEWS. April 26, 2013. Qualitative changes regarding social protection of Chornobyl victims are possible to achieve under conditions of making system strategic changes. Minister of Social Policy of Ukraine Nataliya Korolevska informed during a briefing at the House of Government.

“Firstly, it is necessary to renew the law on status and social protection of Chornobyl victims. There are a lot of ineffective things which lead to spraying the resource. For instance, copayments in the amount of UAH 2-3. It is better to refuse from them and to direct the money, for instance, for invigoration,” the Minister emphasized. Moreover, it is necessary to include into law solving “the local” issues of widows of liquidators, children of Chornobyl liquidators who are already 18 years old etc.

Besides, according to Nataliya Korolevska, it is necessary to reconsider boundaries and the status of zones of radioactive pollution.

Secondly, according to the Minister, it is vital to ensure an address approach for maximally effective use of present funds – so that every “Chornobyl related” hryvnya reach those who need that. “To achieve this we create a single information platform,” she informed.

Nataliya Korolevska stressed that in 2013 for social protection of victims of the Chornobyl NPP accident there are envisaged UAH 11 bln 170 mln. “These expenses are laid along all relevant programs of the Ministry of Social Policy, the former Ministry of Emergency Situations, the Finance Ministry and Pension Fund,” she said.

However, for realization in full amount of the “Chornobyl” law for 2 million people it is needed UAH 88 billion, which makes up 19.1% of revenues of the combined budget for 2013. “For comparison, for 13 million of the most vulnerable citizens – families with children, low income families, invalids from birth and children-invalids – the budget contains around UAH 40 billion,” summed up Nataliya Korolevska.
