OREANDA-NEWS. May 16, 2013. A delegation of the Federal Antimonopoly Service (FAS Russia) led by Stats-Secretary, Deputy Head of FAS, Andrey Tsarikovskiy, held negotiations with the Directorate General of the European Commission as part of its work at the 12th Annual Conference of the International Competition Network (ICN) in Warsaw.

Andrey Tsarikovskiy and the Director-General of the Directorate General for competition of the European Commission, Alexander Italianer discussed further measures aimed at increasing coordination and expanding cooperation between FAS and the Directorate General for competition of the European Commission.

The parties also discussed possibilities of sending FAS experts to the Directorate General of the European Commission for training and sending experts of the European Commission to FAS Russia for training. Such exchanges will facilitate better understanding of the existing specifics and mechanisms of work in FAS Russia and the Directorate General of the European Commission, enable members of staff of both parties to get acquainted and exchange experience, as well as provide possibilities for joint investigations of cross-border cases.

The parties also discussed the issues regarding state aid mechanisms in Russia and the EU. Representatives of the Antimonopoly Service outlined which of them are of the most interest for FAS, for instance, the principles of determining and the methodology of selecting the threshold values as the criterion for control over state aid, the EU system of informing about the provided / planned state aid, and the methods of government antimonopoly control over the rendered state aid.

The parties thanked each other for the meeting and agreed to continue cooperation on the questions discussed and with regard to other issues under the framework of the Memorandum of understanding between FAS and the Directorate General of the European Commission.
